Your telegram 968: Chung Wah School and Visas.
We agree that it is possible the Chinese are
delaying action on exit visas to see whether for-
mal notification of deregistration is given. We
accept that in the circumstances it would be wrong
to alter the decision and that you should accor-
dingly proceed with the actual notification on 13
August. We welcome your proposal to release two
detainees as a countervailing gesture. We wonder
whether in view of the possible connexion with
C.01 Hong Kong Deptexit visaɛ you would find it possible to increase
the number to say three or four.

2. We shall certainly consider reactivating the
diplomatic offensive if Hopson is not granted his
visa by 10 August. But we doubt very much if
governments would respond quickly enough for any
pressure to be brought to bear on the Chinese by
13 August. In order to keep up the pressure, how-
ever, we would propose if necessary to make
public statement on the lines suggested in
Peking telegram No. 718, possibly on 12 August.
