On balance it would seem that there are more advantages in re-opening the schools with Government aid, provided that suitably firm managements can be found. The private bodies which might be asked to do this are:-

The Sheng Kung Wui

The Hong Kong University Past Students Association

The Tung Wah Group of Hospitals

The Jesuits

The Church of Christ in China

Despite the disadvantage of appearing to promote

religion in place of communism, the religious bodies have the advantage of being well-established and experienced in administering schools.

Teaching Staff

(a)

The maximum number of teachers required intially (i.e. assuming that all nine ex-communist schools'

secondary students enrol) would be as follows:-

82 certificated masters (non-graduates)

(b) It would not be possible to find all teaching staff

in a short space of time. It would be impossible to find a significant number of them during normal term time. Thus the recruitment of teachers would have to be one of the earliest steps taken,

and this is best carried out during one of the longer breaks between school terms.

(c)

It might be necessary to offer extra financial inducements to attract qualified teachers into the new posts. Since the schools would "waste

out" this is a feasible proposition.

(a) Special administrative arrangements would be

needed for the recruitment, and selection and allocation of teachers for the new posts.
