Control of Re-opened Schools(following Course B or C)
At this stage it is not possible to say how many of the nine schools should be dealt with simultaneously, but the following points are relevant when considering whether to institute Government control orset up Government aided schools.

Government Schools
Teachers would have to be found from existing teaching staff and standards and procedures adhered to thus
making it difficult to obtain
the required number within a reasonable space of time.
Control would be more direct, which might be a considerable advantage if troubles arose.

Standard of buildings
and facilities would be
well below normal
and might prove embarrassing
for Director of Education
in his dealing with other schools.

Aided Schools
The management would
have more flexibility
in the selection of teachers and hence
more likely to obtain the required number more quickly.
Government control would be indirect, great
reliance would be made
on the firmness and
efficiency of the management.
If the management were to be drawn from a religious body,
Government would be in the invidious position of appearing to push religion against ideology.

and eventually graduate the process would take 6 years at a total
estimated cost of $24 m(not including requisition costs.)
