If adopted this would be a tightening up of existing policy.

This would allow communist schools to continue but under considerable pressure to comply with Governments requirements or face the prospect of being closed down.

The recently completed round of inspections could be repeated, but augmented by snap inspections to ensure compliance with the Director of Education's conditions. Also, should the Police consider it necessary to conduct a search in a school as a result of a street incident, such a search could be used to check upon the school's internal activities.

It is envisaged that the developments and actions listed in Appendix C would be followed after the discovery of offences as a result of ordinary inspections, snap inspections or police raids. At Appendix E is a description of several alternative measures which can be followed for dealing with the closure of schools.

If adopted, this policy would not allow communist schools which have a record of subversive activities to continue, but would allow displaced pupils to continue an education.

There are three alternative ways of closing schools. These ways, together with other measures, are described in more detail in Appendix E.

It is recommended that, if adopted, the reason for closure in each case be established by way of inspection, snap inspection or police search (as mentioned in Para 9(c) above).

The offer of alternative school places to the displaced pupils would ensure that they were not deprived of education and so forestall any allegations of total deprivation of opportunity. It is not possible to assess the number of displaced pupils who might come forward for alternative places. Those at the primary level can be offered places in neighbouring Government or subsidised schools; those at the secondary level would be re-accommodated in newly- constituted schools within the premises of schools which were closed for subversive activities. (See Appendix E).

It has been suggested that we might provide school places for all school-age children

in order to ensure that no school children are able to receive communist education; and

to avoid the criticism of spending public money on ex-communist-school children,

while many other school children are not being catered for. The implications of this are considered in the following paragraphs.

There would be no need to provide primary school places extra to those already mentioned in Para 10(d)

since almost all children of primary school age already
