David Bentliff has passed on to us a copy of the Hong Kong side's record of the talks in July on the implications for Hong Kong of the United Kingdom joining the E.E.C. I circulated this to those from the Board of Trade who attended the talks and Keith Mcqueen has asked me to point out to you that he did not make the statement attributed to him in paragraph 14 of the Hong Kong record. What he actually said is correctly recorded in the last part of paragraph 18 of the U.K. record of the First Session.
I am sending copies of this letter to Preston and Gaminara in the Commonwealth Office and to Keith Mcqueen.
