HONG KONG AND THE COMMON MARKET

I have just been reading the textual re- port of the Foreign Secretary's speech to the Western European Union yesterday. I take it that the treatment of Hong Kong is covered by paragraph 36 of his speech presumably under "dependent territories for which association is

not appropriate".

I cannot find that the speech makes it clear whether this and the other matters which are described as calling for discussion would be dealt with prior to acceptance of the U.K.'s application to join or whether they would be dealt with during the suggested one year standstill after joining.

I shall be most grateful if you can clarify this point for me.
