Hong Kong and the Common Market

You wrote to r. Carter of our Hong Kong Department about the references to dependent territories in the Foreign Secretary's" speech to ..U. I am replying, since Common Market Department deals with the interest of all Commonwealth countries in relation to Britain's application to join B.B.C.

As you will apreciate, the foreign Secretary's speech was a considered statement of the British position an for the time being, at least, we must rest on the text as it stands.
