Before his departure Sir A. Snelling asked you for further guidance on the handling of E.E.C. issues in Hong Kong. I attach a draft letter which, I think, is self- explanatory.

My doubt is whether the proposed line goes as far as you would wish in in injecting a note of realism into the thoughts of Unofficials and businessmen. Behind the scenes you took some steps to this end when visiting Hong Kong in November/December and will be in a better position to judge the extent to which further moves should go.

I am sending a copy of this minute and draft to Mr. Gallagher (Western Economic Dept.). I suggest that the best way of clearing the draft might be to get round a table with him.
