4. In respect of goods which have neither been liberalised nor

fall under global quotas, open general licence or open

individual licence, the United Kingdom Government and the

Governments of the Benelux countries intend to maintain their

import policies as pursued in the recent past. Should develop- ments necessitate any change in these policies consultations would take place in order to miniasse any adverse effects u oh Anglo-

Benelux trade.

The representatives of the Government of the United Kingdom

and of the Governments of the Renelux countries reaffirmed their

respective Governments' readiness to refrain from any

discriminatory action in respect of shipping engaged in inter-

national trade and in particular to avoid any hindrances to the

participation of shipping of any of their flags in normal

competition in this field.

6. When obligations arising out of the treaty instituting the European Economic Community make it necessary in the view of the Benelux Governments, negotiations will be opened with the United Kingdom as soon as possible in order to introduce into the present arrangements any necessary modifications.

7. When obligations arising out of the treaty instituting the European Free Trade Association make it necessary in the view of the Government of the United Kingdom, negotiations will be opened as soon as possible with the Governments of the Benelux countries in order to introduce into the present arrangements any necessary modifications.

Should difficulties arise in the implementation of the

arrangements set out in this' Minute, the Governments of the

United Kingdom and of the Penelux countries will meet for coneultations at the request of any one of the Governments

referred to in paragraph 1. The same applies, should any of

these Gurements desire consultations during the period of

validity of the present Minute.

The Agreed Minute of 10th December, 1959, as amended by the

Agreed Kinute of

December 1960, August 1961, September

1962, September 1963, February 1965, November 1906 and

1907, cease to have effect upon the entry into

force of the present Minute.

The present Agreed Vinute and the Annex there to will be

valid for the period 1st January to 31st December 1967 except
