I enclose a copy of what I think we can now regard as the final version of our record of the meetings that were held with the Shum Chun Border Authorities in November. As you will see they are highly repetitious and indigestible but we thought it advisable to record the meetings as fully as possible in order to give as clear a picture as possible of the tactics employed by the Chinese negotiators and to give some idea of the flavour of these interminable sessions. The tactics were of course basically very simple to concentrate the talks as far as possible on their own proposals and to return time after time to the same topic (even where it was illogical or apparently unnecessary to do so) until they were fully satisfied that there was nothing more to be obtained. If we have time, it may be possible to boil our experience down to the concrete' and produce a few guidelines for future negotiators.
