SOME FACTORS IN IMPLEMENTING BORDER
POLICY

When considering obstacles, the following factors are amongst those which need to be taken into account :

(a) Control of crossing places, and means of
closing these, if this is considered to be desirable.
(b)
The need to prevent a mass influx of refugees, if possible, and, if this fails, a method of controlling them (as envisaged in the paper (70) in SCR 9/2091/67 dated 16th November, 1967).
Another factor is the need to prevent the abduction of B.T. citizens.

When considering methods of dealing with unacceptable activities of C.T. personnel in the border area, due weight must be given to our need to avoid involving the C.C.. as far as possible. This may affect the siting of security forces, so that they cannot become involved with the C.C.. unintentionally; even if this entails the surrender of a degree of control in the immediate border area.
4.
Although guidance is given in H.E.'s paper on border policy as to what activities on the part of C.T. citizens are unacceptable, more detailed guidance, not inconsistent with the policy, may be given to subordinate formations and units by local commanders.
