A paper outlining H.E.'s aim the policy in the border area is at Annex A.

An assessment is now required of the methods necessary to implement H.E.'s policy, and of a rough order of costs. You are requested to obtain this from PAGENT and to forward it, together with your own comments, for consideration by the Governor's Committee. D. P.W. should be consulted as necessary in the preparation of the rough costing.
3.
Some considerations which may have to be taken into account in making your assessment are given at Annex B. You should not, however, feel yourselves restricted by these to any particular line of approach to the problem.
