My immediately preceding telegram: Hong Kong Border.

Our negotiators met the Chinese again today 18 November. There was at first a very heated exchange occasioned by the Chinese use of the word "Fascist" to describe the Hong Kong Government. Eventually however (after our negotiators had threatened to withdraw) Chinese said they would not use the word and thereafter discussion was conducted in a reasonable manner and was confined entirely to details. The only major points now outstanding are the exact amount of the sum to be paid over (the Chinese side made two reductions on their original figure), the timing of the realignment of the immigration fence (the Chinese side have suggested a compromise on this), and the timing of the exchange (which Chinese still want arranged as on 3 November). The atmosphere at the end of the discussion was described by our negotiators as "very friendly".

The Chinese invited our team to return on Sunday or Monday.

We propose suggesting a meeting on Monday.
