NCNA have now told us that Commander Wong (the principal Chinese negotiator) is 'busy' and cannot meet our representatives this afternoon 20 November; but he will propose another date.

2. We have replied that we note the Chinese wishes; but in view of the substantial measure of agreement which has already been. reached we hope it will be possible before too long to resume the discussions from the point at which they were left off.
