I was not present when this matter was discussed with the Govennor during his visit here in May and there is no record of the conclusion reached. However, Mr. Carter did tell me that the conclusion was that there should be no change, and Mr. Denson's (of the Far Eastern Department) recollection of the

matter confirms this.
