We agree with the Consul's suggestion that he
should remain in Macao and try to keep the Office
running as normally as possible. We consider that
to close the Office would or withdraw would be
interpreted as a sign of weakness. We therefore
wish to avoid taking such action unless members of
the Consulate are in serious personal danger.
