7. We considered suggesting to the Governor that the arrival of

Sir D. Hopson in Hong Kong might be a suitable occasion for the

release of a group of detainees. But this might go too far towarde

implying an exchange of "hostages", The draft telegram therefore

leaves open the matter of timing.
