Before receiving your telegram No. 381 to Berne I had spoken as instructed to both the Secretary and the Minister for Foreign Affairs.

3. The Minister expressed sympathy and complete agreement and promised that the Foreign Secretary would have the Chinese Charge d' Affaires on the mat without delay. He pointed out that the Charge d' Affaires was a junior Secretary, but would presumably communicate what he was told.
