Chinese Regotiating Tactics

The Governor of Hong Kong has asked whether we think any

lessors can be drawn about Chinese negotiating tactics from the

border talka held last November. I attach a paper based largely

on a study of the full records of the talks by Mr. George Walden (temporarily Assistant Political Adviser in Hong Kong).

little expertise on how to deal with Chinese negotiators probably

exfats in the West, It might therefore be worth while to try to

draw some tentative conclusions.

The following negotiating characteristics seem to ne to emerge

from a study of tle border talka and our experience in Pelding:- (a) The Chinese negotiste from a position of invincible rectitude

and moral superiority. They try to insist on acceptance of their

principles and their version of the Pacts es the basis for

discussion.
