Recommendations
25.
It is recommended that if an initial approach is
to be made to China it should be made on the lines described
in paragraph 21. The timing for such an approach should depend
largely on the advice of Chargé d'Affaires Peking. Any subsequent
action must obviously depend on the Chinese attitude in response
to the proposals.
