Local Reaction

22.

The local reaction is not considered to be a major

factor in considering the problem. The rather surprising

reaction of public opinion following the Lo Wu talks suggested

that even a hint of compromise which might lead to a "return to

normal" would be welcome. There is however the proviso that

the public might well criticise any action which provided early

release for convicted criminals and in particular those

imprisoned for violent activities and bomb planters. The choice

of suitable candidates has specifically excluded these latter

categories.

Conclusions

23.

The two main factors to consider are the balance of

advantage and the reaction of China. They are closely linked

in that the balance of advantage depends on the chances of success,

and the chances of success depend almost entirely on China. It is

thought that to attempt deportation without some indication from

China that she will accept the people would be taking a high

degree of risk. If such an indication is forthcoming the balance

of advantage certainly weighs heavily towards deportation of

selected persons as an initial step.

If China chooses to ignore any such proposals this might

be interpreted as a degree of assent. But such interpretation

must be left largely to the personal impression of the person

involved in the approach to Peking, m this instance it might be

possibe to deport a small number of people who are very likely

to be accepted, and are keen to go.

Certainly the latter is an

essential qualification as China is unlikely to persuade anyone

to cross to their side who is obviously reluctant to go.
