CONFIDENTAL

Addressed to Foreign Office telegram No. 51 of 15 January, repeated for information to Hong Kong, Washington and POLAD Singapore.

My immediately preceding telegram.

These articles are another indication of Peking's change of tactics, i.e. concentration on propagation of thoughts of Mao amongst Hong Kong population rather than violence.

2. The emphasis on Mao study and the claims that it is "an important gain" achieved in the struggle, are both in close parallel with current "obituary" line on cultural revolution. This may be a hint that Peking are now moving nearer a position of ready to sign off the campaign in Hong Kong, representing it as a victory.

Fore Office pass Priority Hong Kong 28, and Routine to Washington 12, POLAD Singapore 19.
