My strong preference is that at this stage we should not(repeat not) act as proposed in your paragraph 5 but should hold this in reserve and in the meantime explore Chinese attitude on deportation by carrying out a trial run with our two film stars. It would be wiser to make this probe first before situation is complicated by attempts to make Chinese effect an exchange under threat.
