has come for the Governor of Hong Kong to be told that, in HMG's view, there is no longer any need to provide a monitoring team during future visits of SAVANNAH to his territory. At the same time it might be wise to seek from Lyons an assurance that the SAVANNAH has an adequate capacility for dealing with an emergency. Paragraph 2, third sentence of CO telegram to the Governor No. 1776 of 25th August is relevant here.
