We have the following comments.

We would prefer the last sentence of paragraph 3 to read 'by reinforcing patrols with extra guard dogs.

2. My immediately preceding telegram gives details of minor disturbances on 23 January. These incidents while not serious in themselves, could foreshadow an increase, both in size and militancy, or delegations of Communist organisations visiting Government Departments.

Foreign Office please pass Routine to POLAD Singapore 18.
