Proposed appointment of Ombudsman
There seem to me to be grave constitutional difficulties, particularly in relation to the position of the Governor, to the creation here of a fully independent Onbudsman on lines comparable to other Ombudsmen els here. We have also examined the United Kingdom legislation for a Parliamentary Commissioner, as well as reports of the working of similar systems in New Zealand, and here again difficulties arise from constitutional differencer.

We have nevertheless given a great deal of consideration to ways and means of improving and extending the existing arrangements for dealing with grievances and complaints from individual citizens against administrative decisions by Government officials. The main arrangements and channels of communication were described in Mr. Hamilton's letter to Mr. Carter of 31st May 1966 and you may wish to draw Mr. Blaker's attention to them as indication that we by no means rely only on the UMELCO office.

But it is nevertheless true that it is in that office that I see the greatest pocsibilities of developing an "ombudsman-like" system in Hong Kong; and there are at present under discussion proposals for strengthening the staff of the office and the scope of its opportunities for receiving and investigating complaints.
