I think it would be useful if Constitutions Department kept a file about Ombudsmen in any dependent territory and I am opening one with a copy of the note I gave you yesterday.

2.

It came out in the course of recent discussions about the Minister of State's suggestion that an Ombudsman should be appointed in Hong Kong that some arrangement of that kind was already in operation.

3.

I should be very grateful for a sight of the Papers about this arrangement so as to include some information about it on the new file.
