Governors' Emoluments

In my minute of 25 March I asked for your help to enable us to avail ourselves of the generous concession which the Treasury had agreed in principle to make over a topping-up element for needy Governors. I am indebted to Mr. Piper and Mr. Carter for their replies and to Mr. Fairclough for sending me a copy of the action which he has initiated in his department. But I urgently need definitive answers from Mr. Fairclough, Mr. Bennett, Mr. Jerrom and Mr. Sevel1; I should be most grateful if these might be sent to me at the earliest possible moment. The Treasury are in a sympathetic mood and I should like to strike while the iron remains reasonably hot.

2. In the meantime I have tried to pull together the threads of all the remaining issues affecting Governors' emoluments which we need to take up with the Treasury; and I attach a draft of what I have it in mind to say. I should welcome any comments which you may have on this draft. Unless I hear from you by mid-day on Thursday, 18 April, I shall assume that you have no comments. You will realise that the annex to this draft has not been prepared and cannot be prepared until I get all the answers to which paragraph 1 above refers.
