British Honduras

This is a comparatively straightforward case. The particular circumstances of the territory and the responsibilities of the Governor are such that I think that an increase of £500 per annum would be justified. But British Honduras has become a territory which would undoubtedly refuse to pay any increase; and this therefore appears without question to qualify under the terms of your letter for topping up from U.K. funds. I suggest that the effective date should be 13 December 1967, the date on which I first put to you the proposals which you approved in your letter under reference.
Fiji and the Western Pacific

The cases of Fiji and the Western Pacific are of quite exceptional complication. I propose to make them the subject of a separate letter to you; But I do not wish on their account to delay your consideration of the other issues on which I am now writing to you.
Falkland Islands
70 There is a related but not idential recommendation which I would make in respect of the Governor of the Falkland Islands. Apart from his salary, he draws an allowance of £950 which is in effect an entertainment allowance. This is paid from the local funds of the territory. The Governor has represented that most of his entertainment does not benefit the local community because it is primarily related to his responsibilities in respect of the Falkland Islands Dependencies and the British Antarctic Territory. In these circumstances, I would suggest that £600 of his entertainment allowance should be provided from U.K. funds leaving £350 to continue to be provided from local funds. I would stress that this recommendation involves no increase in the total emoluments which he would receive. It merely transfers from the territory to the U.K. the responsibility for meeting a part of his non-pensionable allowances.

These are the points affecting Governors' emoluments on which I think that there is a fair and equitable case. Colonial Government is no longer a growth industry; and the costs are therefore not only minimal now but are likely to go down as further territories, such as Swaziland, become independent. Whenever I have had to turn to you in the past with a reasonable case, you have always considered it most sympathetically and fairly; and I hope that you will be able in this case also to give an early and favourable response. And please feel free to reply separately to the various elements of this letter if that will speed matters. To this end I enclose two spare copies of it.
