In his letter of 11 April to Maurice Smith, Sir Arthur Galsworthy suggested that the details of the new arrangement for dealing with Governors' emoluments might be worked out with me.

In the absence of any reply to Arthur Galsworthy's letter and since in the meantime I gather some slight confusion has arisen over the interpretation of the new procedure I should like to place on record my understanding of the position and hope that you can confirm it agrees with yours.

3. We have now taken over in this department responsibility for keeping under review the basic pensionable salaries of the remaining Governors. We will consider whether any of these salaries require "topping up" from U.K. funds and if they do, we will undertake to obtain the necessary Treasury authority. We will also be responsible for seeing that Governors' salaries are adjusted to take account of improved 0.S.A.S. arrangements for their subordinate staff.

4. It was not of course my intention to assume responsibility for such matters as children's education allowances, passage grants, baggage allowances, duty allowances etc., which have always been handled by the appropriate departments of your Ministry although of course paid for out of the Commonwealth Services Vote. It follows also that the preparation of letters of appointment should continue to be dealt with by your department in consultation with the appropriate geographical department of this office, my department being concerned only if a revision of salary is under consideration.

I am sending a copy of this letter to Maurice Smith and I should be grateful if you would confirm that it meets with your and his agreement.
