SECRETARY OF STATE'S LUNCH WITH THE COMMONWEALTH KRITERS OF BRITAIN, MONDAY, 4TH DECEMBER,
The Secretary of State has been asked to
make a speech on this occasion. lle has agreed
with Sir John Johnston that the following topics
should be coveredi
(1) Commonwealth help over devaluation.
(2) The next steps in the Rhodesian problem.
(3) Hopes of peace in Nigeria.
(4) The general situation in Hong Kong.
(5) Cyprus: our action in the new crisis.
(6) Gibraltar and the United Nations.

The Secretary of State has also agreed with
Sir John Johnston's suggestion that these topics
a
should be linked by være general theme. The
following extract from a minute by Sir John
Johnston explains what is wanted:
"The speech might perhaps be on the
following lines:
We live in one totally inter-
dependent world. We cannot opt out of it
even if we wanted to. We do not want to
because Britain has a major part to play
in it: and in that part the Commonwealth
Secretary's responsibilities cover some of
the most vital areas.
This theme could then be developed as follows:
(a) one world illustrated by the whole
