be necessary and that briefs can be prepared by bringing up to date briefs already prepared on previous occasions. Since a large number of briefs are involved, I hope that it will be possible, within the limits set by doing justice to the subjects, to keep them relatively short. A number of the briefs will obviously require clearance with other Departments and I should be grateful if this could be borne in mind.

As regards the main briefs Nos. 1 end 2 these will, as noted above, need to be submitted to Mr. Morgan in draft and also discussed with the Minister of State. They should therefore come forward as soon as possible and I will hope that they could reach me by Wednesday, 3 April. As regards briefs Nos. 18 and 19, I would hope that Mr. Reed could let no have them by the same date as proposed above for briefs 3 to 17, i.e. 5 April.
