I am sending this letter to you separately, as I do not expect you would wish the views that I express below to be circulated round the Department.

The Governor

I have given you my views on this subject, at your request, some weeks ago, but following information that I have received from the Colony over the past few weeks, I would like to revise my original opinion. I fully agree with Sir Sik-Nin's comments that David Trench's tour should be extended, but I also feel strongly, as Sir Sik-Nin did, that we should neither announce this decision a long time ahead, nor say how long the term of extension will last. It was impossible for me to mention the reason for the last point when we met in your flat, and Sir Sik-Nin himself felt it would be disloyal and impertinent for him to mention it. The reason really is two fold. Firstly, his health, which is still giving concern to people in the Colony, and secondly, the fact that during the troubles last year it was clear to people who saw him during the emergency that he was finding grave difficulty in coping with it, and a further one might well prove too much for him. By amor no firm time scale, the options are left open to you.

I do hope these thoughts will be helpful to you. I felt that it was my duty to report them to you, as they have come from many sources during the past six weeks.
