DEVELOPMENT SCHEME FOR NGAU CHI WAN
MORE land for housing, schools, parks and institutional purposes is provided for in a new draft outline zoning plan for the long-term development of the Ngau Chi Wan area of Kowloon.
The area planned for development lies between the intensely developed north-east Kowloon area of Wong Tai Sin, San Po Kong, Diamond Hill and the rapidly developing areas of Kwun Tong and Ngau Tau Kok. The draft plan, prepared by the Hong Kong Town Plan- ning Board, provides a statutory land use pattern and major road framework within which the use and deve- lopment of land may be legally controlled.
The area covered by the plan is about 350 acres and includes 58 acres for the purpose of a cemetery and crematorium and 141 acres of green belt.
The plan provides for two large new residential areas to the north of the existing Clearwater Bay Road. Other new residential areas, mainly on elevated sites, are planned between Clearwater Bay Road and Hammer Hill Road.
An area of 41.64 acres has been set aside for Gov- ernment, institutional and community use, while 16.8 acres has been provided to alleviate the shortage of play- ing field facilities within the north-east of Kowloon. The Town Planning Board estimates that on full development Ngau Chi Wan will have a population of about 69,700 as compared with only 8,465 in 1961.
No land has been zoned for industrial purposes within the planning area as the proposed Kowloon Bay Reclamation immediately to the south will provide about 252 acres of industrial land which will afford ample em- ployment opportunities for industrial workers in the area. The plan also provides for a new road linking Clearwater Bay Road to Hammer Hill Road. This road will provide access to the residential sites and to the green belt.
DATA BANK FOR LAND SURVEY
A CENTRAL data bank is being set up in Singapore to collate and integrate all information collected for the state's land and building-use survey. An electronic com- puter will also be used in the complex planning work of the UN-assisted project.
Disclosing this in an article in the latest news- letter of the Town Planning Institute, Singapore branch, Mr. Chua Peng Chye, Senior Planner (Master Plan), says that the survey, which began recently, is an ambitious effort to amass 18 items of information about each legally defined lot throughout Singapore island.
These items include house numbers and addresses, tenure of land, land area, Master Plan and traffic origin- destination zones, number of structures and residential units, and building type.
"The complexity and scale of this effort can be ap- preciated when it is pointed out that there are about 67,000 lots and over 150,000 buildings in Singapore Island to survey. Further, in the case of land use there are some 500 classifications, in the case of building types
