EXTENSION OF TIME LIMITS

HONG KONG Government has decided to grant a further extension of one year to the relaxations in time limits on building which were announced last November.

The relaxations applied to developers owning land which was either the subject of Exclusion Orders made before July 1, 1965 or held from Government under Conditions of Sale or Grant executed before July 1, 1965 and on which development had not commenced or had not been completed.

The November announcement enabled these de- velopers to apply for an extension of one year, free of either penalty or premium, of the time limit by which they were required to begin or complete their approved development schemes or to fulfil their building covenants. At that time many developers were experiencing difficulty in obtaining the necessary capital, which had been readily available in the previous year, to undertake their building projects.

"Now, although there has been some noticeable im- provement in the amount of development during the past six months, it is still not possible to foresee any early return to normal conditions in this sphere", states Government announcement.

For this reason a further extension of one year is to be granted in the case of those developers who applied for and were granted their year's extension after the Novem- ber announcement, provided the extension already granted expires before June 30, 1967. For any new applicant an extension of one year only would be granted provided the applicant qualified under the November 1965 an-

nouncement.

Controlled circulation to 5,000 qualified readers

Two Canadian engineers have arrived in Singapore to study the possible development of Blakang Mati as the Republic's industrial port.

The engineers, Mr. K. L. Philpott and Mr. A. A. Downey of McNamara Engineering Ltd., are employed under the Canadian Government's Colombo Plan assis- tance to Singapore. The study project alone will cost about M$1,200,000 of which the Canadian Government will contribute $874,000.

The Canadians will also study the development of the West Coast of Jurong.

In Blakang Mati, the consultants will carry out a soil testing programme to determine the total area usable for industrial sites. They will also look into the possibility of the construction of a tunnel or bridge from Blakang Mati to Singapore.

SECONDARY SCHOOL PLAN

SITE formation work for the Heung Yee Yuk Secondary School at Yuen Long in the New Territories of Hong Kong will start towards the end of next month. Tenders for the work, which is expected to take three months to complete, were recently invited by the Government.
