Management
An important factor associated with a mixed development of this type is the problem of management which in this case is handled by the supervising

As a start, the size and type of shop signs were closely controlled, as were the alterations and additions to shops to meet specific requirements. Pay- lavatories were installed for the first time as an experiment to facilitate caretaking and prevent mis- use of water and sanitary fittings.
The architects worked in close-co-operation with the management during the design stage but, be- sides the anticipated pro- blems, there were others that emerged after the building had been in op- eration. Among these were the problems of cleaning. and maintenance, storage and disposal areas to the shops, and sizes of areas for food preparation and washing up.
The Board has been constantly reviewing these problems and finding solu- tions. Follow-up studies on this prototype will be use- ful for the design of im- proved models in the fu- ture.
Success
The measure of success of urban renewal schemes consists of public co-oper- ation and private participa-
tion. In this case there was a good degree of co-operation from the com- mercial establishments involved and now that the People's Park complex is under way, it can be said that both these ingredients are present in the Park Road project.
The shops in their new environment have become an attraction for both shoppers and sightseers who are not only the old Chinatown clientelle but also an increasing number of tourists.

The total construction cost of the Park Road scheme was approximately S$1,694,352. This was made up as follows:
