Perth Street, Kowloon

The completed buildings of the first section of the scheme.

The construction of the blocks of flats which are being erected on Perth Street, Kowloon, marks a complete departure from the depressing barracks, which have heretofore been provided for Service families, and underlines the desire of the British Government to provide modern, up-to-date and pleasant living quarters for its service personnel.

The erection of these flats is the result of negotiations carried out between the War Office and Harriman Realty Company Ltd.. with the financial assistance of the Hong Kong & Shanghai Banking Corporation, in an effort to alleviate the married quarters problem arising from the large increase of the garrison strength since July last year. The War Office has contracted to lease the flats for fourteen years, with the option of extending the lease for a further seven-year perlod and a further option of purchasing the property during the currency of the lease.

A total of 66 flats is expected to be completed by mid- April this year. These flats are being built in blocks of six; some will have three bedrooms and others two bedrooms, with two living rooms and the usual offices. Thirty garages and storehouses will also be provided, and gardens will be laid out.

Building is also proposed on a further 36 flats to be erected near the Perth Street site, and to be ready for occupa- tion by mid-summer.

The first section of the scheme, 6 blocks of 6 flats each, was officially handed over to the Military Authorities by Sir Arthur Morse, C.B.E., on 14th December, 1950. These consist of five-room flats. The second section of 5 blocks (30 flats) are of four rooms and is now nearly complete. Work has commenced on the third section, containing 36 flats in 6 blocks of the five-room type.

The buildings are three-storeys high, grouped in pleasant terraces with fair-sized lawns which set back the buildings from the street line.

The flats have been planned with full consideration to the utilizing of all available space, and are commodious and spacious with relation to the somewhat limited ground area. The areas covered by the separate flats vary from 1800 to 2000 square feet, and the specifications have provided for a high quality of building and finish.

The floor plans of the four and five-room types are somewhat similar, with a combined living and dining room area, providing light and ventilation through the depth of the whole apartment. The approach to the bedrooms is through a lobby off this main living area.

The four-room type has two bedrooms, with a bathroom: attached to each. The kitchen and pantry lead off directly from the dining room, whilst the servants' quarters are built as an annex extending from this service area. The Ave-room type has three bedrooms with two bathrooms, one of which is accessible between two bedrooms.

In addition to the fully equipped bathrooms, kitchen fittings consisting of cooker, sink and cupboards have been provided, and hotwater heaters installed.
