The Roads Office of the Public Works Department of Hong Kong has been fully ex- tended these past few years keeping up with the abnormal development of the Colony. The advent of hundreds of thousands of refugees meant the building of hundreds of new build- ings. The erection of hundreds of new build- ings meant the development of hundreds of sites and these sites, because of the Colony's peculiar topographical conformation, became in- creasingly difficult to find. To keep up with the demands for sites old roads had to be repaired and widened and new roads had to be opened and constructed.
