CHANGES in Hong Kong's Central District redeve- lopment plan are in the redesign of the building pattern in the former Naval Dockyard area and in the Central Reclamation immediately to the west of the Star Ferry and in the decision to offer the Dockyard area for sale as single lot, to be develop- ed as a unit.
The original layout plans were published in August 1961 under the title of "City of Victoria Central Area Redevelopment” after consid- erable work and consultation by the

Town Planning Board. These ori- ginal plans have now been amended to meet criticisms and suggestions from members of the public and the modified plan has been approved by the Governor-in-Council.
It has been decided not to con- tinue with the vast slab blocks ori- ginally set down for the Dockyard and Central Reclamation areas as it was felt these would tend to be op pressive and obstruct the view from buildings on the landward side of them.
Instead these two areas will now have tall point blocks separated from one another by lower buildings. which most people will agree is a better conception. The potential building volume and floor area will be exactly the same as in the origin al scheme.
More unexpected is the decision to offer large areas for sale as single lots. This will involve development investment on a scale matching the largest in the world. In the Dock- yard area alone the cost of land and buildings could possibly be in the
