The water tanks and the lift machine rooms on the roof form two blocks, one at each side of the building, and these are linked by the concrete shelter. This not only makes an interesting sky-line, but also gives a much cleaner appearance when viewed from elevated points on the Peak, in contrast with the many existing buildings with roofs cluttered up with various haphazard structures.

The side elevation, next to the Marine Department Building, will have windows formed in large panels with vertical fins because of the slight western exposure. The central lift shaft is screened by a concrete griile behind which will be the windows; the silhouette of the grille on the windows will enhance the internal appearance of the lift lobby.

A marble facing will be used externally for the walls of the ground floor shops, while above this will be coloured facing tiles, washed granolithic and terrazzo finished fins. For such a tall building, ordinary renderings and colour-washes were considered unsuitable owing to their high maintenance costs.
