Finding the shortage of housing and accommodation in Singapore very acute after the reoccupation by British Forces, the Shell Company decided to proceed with the development scheme and to incorporate the most recent developments in building practice in their layout.

The Architects, Messrs. Palmer & Turner, in associa- tion with Mr. Chippendale laid out the area to comprise a modern two-storey block of 12 flats, 5 detached bungalows, with garages and quarters as a separate block to provide accommodation for drivers and servants. This servants' block is in addition to one servant's room to each flat in- corporated in the main building.

The main contract was awarded on competitive tender to Paskoe's Limited; the sub-contractors and suppliers for specialist trades were:

Water & Sanitation-Watts & Baker Ltd.

Water-proofing of flat roofs-Anglo-Thai Corpn. Ltd.

Electrical Cookers & Ornamental light fittings-

Malaysian Traders Ltd.

Refrigerators-Lee & Fletcher.

The general layout of the buildings has been planned so that the front elevations face to the East, whereby the principal rooms avoid the setting sun. The usual dificulty in nat design, of "overlooking" windows and ensuring privacy, particularly to rear rooms, has been overcome by designing the block of flats in crescent formation. The sites for the bungalows have been cut at lower levels to the Ilats and thus do not impede and block the vista flats (towards the wooded slopes of "Tilton" and "Mallaig").

The bungalows are "L" shaped in plan with a tiled garden terrace in the angle of the "L" where it is screened from view and is shaded from the evening sun,

The accommodation comprises two bedrooms to each of the bungalows and flats (with built-in cupboards and clothes closets). A lounge of ample proportions, dining room, kitchen, servery, luggage store, etc.

Flats R.C. Frame and floors with brick panel fillings and cement plaster.
