General planning for the Tsengwen project was started by the Taiwan Water Conservancy Bureau in 1959. Two damsites in the upperstream of the river were considered Hsihkung and one at Liutengtan. Nickell and dam specialist, Mr. Glanence Raw- houser An embankment type dam, similar to the Shihmen Dam in north- ern Taiwan, was proposed.

Tsengwen Reservoir Planning Office was formed in 1962 to begin the plan- ning and study work. In 1964, an advisory team composed of specialists in design, hydrology, geology and rural economy led by Mr. Francis N.
