General planning for the Tsengwen project was started by the Taiwan Water Conservancy Bureau in 1959. Two damsites in the upperstream of the river were considered Hsihkung and one at Liutengtan. Data on hydrology, topography and geology was collated for comparison and the Liutengtan site was finally selected after consultations with the American geologist, Dr. Frank A. Nickell and dam specialist, Mr. Glanence Raw- houser An embankment type dam, similar to the Shihmen Dam in north- ern Taiwan, was proposed.
Tsengwen Reservoir Planning Office was formed in 1962 to begin the plan- ning and study work. In 1964, an advisory team composed of specialists in design, hydrology, geology and rural economy led by Mr. Francis N. Warnick was invited to Taiwan from the U.S. Reclamation Bureau to assist with policy formation and tackling the en- gineering problems.
In April 1965 the planning work was finished and sent through Govern- ment formalities. Tsengwen Reservoir Development Commission was formed in July 1966 and steps were taken to raise funds and to prepare for the implementation of the project. Con- struction work was to be supervised by the Tsengwen Reservoir Engineering
