The foundation stone of a proposed three-storey building, the Headquarters of the Hongkong Anti-Tuberculosis Associa- tion, was laid on 20th September, 1950, by the Acting Chief Justice, Mr. E. H. Williams, chairman of the War Memorial Fund Committee which defraying the whole cost of erection and equipment of the new building, an estimated $340,000.00.

The building is dedicated to the memory of those members of the community who fell in the defence of Hongkong in 1941.

1. Newton, Director of Medical & Health Services, Dr. the Hon. S. N. Chau, Chairman of the Hongkong Anti-T.B. Association, and the Vice-Presidents Sir Robert Ho Tung and Mr. J. H. Ruttonjee, Mrs. S. Yuen, Secretary of the Association, Sir Arthur & Lady Morse, the Hon. T. N. Chau and Sir Man-kam Lo.

The three-storey building will, in the portion abutting Queen's Road East, include a Conference and Lecture Hall un the ground floor with seating capacity for over 120 persons. The first floor will house the secretarial staff and include a Board Room where a Reference Library will also be situated. The remainder of this floor is devoted to the staff of the Publicity Organisation department, and there will also be accommodation for Social Welfare. A special room has been set aside for records and statistical information. The second floor will provide accommodation for the Permanent Secretary and, if possible, further accommodation will be provided for a Medical Superintendent whose services will be generally available to the Association.

At the rear of the ground floor, and approached from a special entrance in the driveway to the Sanatorium, will be erected the Follow-up Clinic. Ever since the Ruttonjee Sanatorium commenced its activities, the need for such a Clinic has been strongly felt. The Medical Officers of the Sanatorium are now retaining patients for periods longer than might be necessary if facilities for post-hospital treatment could be afforded. They report that adequate accommodation must be provided for the quickly growing numbers leaving the Sanatorium, and that it would be an obvious advantage if the follow-up patients attended in premises close to the Sanatorium. With the decision to provide these facilities, it is expected that the turnover in the hospital will be considerably increased and one of the greatest needs at the moment in combatting the disease, that of providing hospital treatment at certain stages, will be consequently assisted.

This follow-up clinic will be under the supervision of the Sanatorium Medical and Nursing Staff. Here will be taken the records of discharged patients and there will be periodical examination, treatment and advice. Pneumathorax and Flouroscopy equipment has already been ordered. spacious waiting hall, dressing cubicles, pharmacy, doctors' and staff rooms make up the rest of the clinic.

What the Association however considers the most im- portant of its essential projects is the education of the public by constant publicity field and survey work. This will be planned at the new Headquarters and the experience and advice of similar institutions in various parts of the world will be studied and adapted to local needs. In this connection the Association is securing a specially designed mobile unit for which the crews will be trained and which will be constantly visiting areas in accordance with plans previously made or plans which subsequent experience prove to be the most effective. Apart from loud speakers the mobile unit will be equipped with sound films which will bring home to the populace the nature of the disease and the preventive measures that lie within the scope of the members of the public themselves. This mobile unit will be housed in a special garage to be erected in the rear of the building.

The architect for the project is Mr. 1. N. Chau of Messrs. Chau & Lee, whilst the contractors for the building are Mesirs. Marsman Hongkong China Ltd.
