Below the hall the covered court is so planned, with its fountain in the centre, that is can be used either as a place for strolling in intervals of functions in the hall above, as a meeting place, or as an open-sided hall for the holding of exhibitions.
Flooring of the court is in 5-inch thick concrete topped with crazy paving On the right it is flanked by 15-inch high rubble flower boxes and on the left by a nine inch wall of precast concrete blocks.
Main entrance to the cultural hall is from the administrative block. but there is a spiral staircase from the hall to the covered court which can be used in emergencies.
Entrance to the six-storey adminis- trative block is faced with green. marble with the doors in frameless armoured glass. The main lobby (36 feet by 34 feet) has walls and ceiling of marble. At one end will be a flower court, and showcases for the display of books will also he installed.
The ground floor accommodates a marketing 100m for the sale of books, a store room, a distribution centre, a canteen, kitchen and quar- ters, as well as the electricity sub- station.
The basement will be used for machinery for the lift, air-condition- ing plant and other electrical equip-
ment.
The first and second floors will house a library, with space for 200,000 books, and a reading room. The library will be used for reading, lending books and for research. With these facilities will be four separate research rooms, a librarian's room, a common room and a lounge. The reading hall will reach through the two floors, with part of the accommodation on a mezzanine floor.
