Since the architect is Mr. Eric Cumine, one can expect something different and colourful and, as the above perspective drawing by Law- rence Wright shows, one is not disap- pointed. In spite of the fact that this is a low cost housing scheme designed to accommodate the lower grade work- ers of this public utility company, the external designing and detailing is superior to that of a good many ex- pensive apartment blocks which have been erected in Hong Kong, and there are some very original conceptions of ornamentation which enliven the
