It seems not unreasonable to con- clude that there is no universally ac- ceptable answer to the problem of the presentation of specification informa- tion within the bill.

Most bills of quantities contain an item for contingencies, and a search of the documents was made to ascertain the location of this item. The results are shown below:

The apparent lack of a contingencies item in the New Zealand bills is interesting: it is possi- ble that some provision for a contin- gencies sum is made in some other contract document.

The bills examined made little use of the index as an aid to the user of the document. The outstanding excep- tion to this was the Australian bill, which had a very comprehensive index. It is suggested that this is one at the end of practice which could be universally adopted by quantity surveyors, despite the nuisance value attached to it during the bill compilation process.
