New items for 1965-66 are the Caritas: Pope John XXIII Settlement, Hong Kong Christian Welfare & Relief Council-Practical Training Centre, Kowloon Women's Welfare Club Nursery. The heading of St. Thomas' Day Nursery is deleted from the Estimates as this Nursery considered that their financial position has improved and will not require a subvention in 1965-66,
Items under Special Expenditure include:-Boys' & Girls' Clubs Association ($28,000) to equip 4 new libraries; Boy Scouts Association ($81,500) for the provision of a camp-site at Ha Fa Shan and improvement to the Tate's Pass camp-site; Children's Playground Association ($20,000) to purchase sports and recreational equipment and resurfacing of the basket ball ground at Southorn Stadium; Chinese Young Men's Christian Association ($3,000) to replace furniture at the 2 roof-top clubs; Hong Kong Council of Social Service ($8,500) for the purchase of additional furniture and office equipment and towards the removal expenses of the Council; Hong Kong Discharged Prisoners' Aid Society ($4,400) for furniture and equip- ment; Hong Kong Juvenile Care Centre ($12,000) for replacement of furniture; Hong Kong Sea School ($50,000) to meet the building cost of a boat-shed at the School; Hong Kong Society for the Blind ($3,300) to purchase furniture and office equipment at the New Shau Kei Wan Centre; Po Leung Kuk ($25,000) a revote to meet the cost of adapting existing premises for the handicapped children approval for which had already been obtained in 1964-65.

Under recurrent expenditure one new item is included for subvention to cover office expenses for the Road Safety Association. The subvention to the Hong Kong Tourist Association is increased by $850,000 for increased activities mainly in respect of promotional work.
Under Special Expenditure provision of $2,000,000 is included to cover further instalments of a grant to the Hong Kong Wharf and Godown Co. Ltd. for the construction of an Ocean Terminal: the total of the grant is 10% of the total cost. Allowance for issues of a loan to the Company for the same purpose from the Development Loan Fund is included in Appendix II. Provision for $3,000,000 is also included in the same subhead in respect of the construction of extra car parking deck on top of the Ocean Terminal.

Provision under Other Charges Annually Recurrent has been increased mainly because of higher contract rates for servicing office machinery and a slight increase in the number of machines to be serviced.
Under Special Expenditure, provision has been made for additional office machinery and equip- ment needed for the expanding volume of Treasury work and for one accounting and two calculating machines to replace worn out machines.
