Under Recurrent Expenditure, two new items are included, relating to the Asian Productivity Organization (to cover the annual subscription and also participation in certain activities) and the Royal Life Saving Society, Hong Kong Branch. The subvention to the Hong Kong Tourist Association is increased by $700,000 over the 1963-64 figure to cover increased activities, mainly in respect of promotional work.

Under Special Expenditure, provision of $2,500,000 is included to cover further instalments of a grant to the Hong Kong and Kowloon Wharf and Godown Co., Ltd. for the construction of an Ocean Terminal; the total of the grant to amount to 10% of the total cost. Allowance for issues of a loan to the Company for the same purpose from the Development Loan Fund is included in Appendix II. Provision of $500,000 is also included in the same subhead in respect of the construction of an extra car parking deck on top of the Ocean Terminal.

The additional post of Senior Accounting Assistant is for the Main Accounts Branch, but is offset by the deletion of an existing post in the Inspection Branch consequent upon the taking over of certain stores inspection duties by the Stores Department. Two additional posts of Accounting Assistant are pro- vided, one each for the Establishment Branch (Salaries Section) and the Revenue Branch (Rates and Property Tax Section).

Of the 7 additional posts of Clerk, 5 are for the Establishment Branch (Passage and Salaries Sections), 1 for the Main Accounts Branch (Accounts Section) and 1 for the Revenue Branch (Crown Rents Section). The additional posts of Clerical Assistant and Typist are provided to cope with the increased volume of work in the Revenue Branch, General Registry and Pensions Branch.

The new post of Accounting Machine Operator is required for the additional accounting machine, provision for which is included under Special Expenditure.

The new post of Motor Driver and 2 new posts of Watchman are required in connexion with parking meter collections.

Under Special Expenditure, provision has been made for a mailing machine, to save time and labour in the despatching of demand notes; for 2 larger motor vehicles, to replace the mini-vans used in the clearance of parking meters; and for 2 additional accounting machines, 1 graphotype machine and other equipment to cope with the general increase in the work of the department.
