Crown Lands and Survey Office

The four posts of Assistant Superintendent of Crown Lands and Survey are the result of changes

in nomenclature.

Civil Engineering Office

This Office represents a grouping together in one sub-department of the Development, Drainage, Port Works and Roads Offices which were previously shown separately. The post of Government Civil Engineer, which is offset by the reduction of 1 post of Assistant Director of Public Works under Headquarters, is provided to head the sub-department and the additional posts of Chief Engineer and Senior Engineer are also provided as a result of the re-organization.

Electrical and Mechanical Office

The post of Government Electrical and Mechanical Engineer is the result of change in nomen- clature and replaces a post of Assistant Director of Public Works. The additional post of Mechanical Engineer / Assistant Mechanical Engineer is required for the preparation of specifications and supervising work in hand.

Waterworks Office

The additional posts of Engineer/Assistant Engineer have been provided to meet the increase in the engineering work of this office. The additional post of Mechanical Engineer/Assistant Mechancial Engineer is provided to undertake the planning, installation, commissioning, maintenance and repair of all Waterworks mechanical and electrical equipment together with the operation of repair workshops and pumping stations.

Supernumerary

The post of Assistant Director of Public Works is held against one of the new posts of Assistant Government Civil Engineer under the Civil Engineering Office. One of the posts of Senior Engineer is provided for resiting of the Kowloon-Canton Railway Terminal. Certain other posts are provided for the same purpose and also for work in connexion with the Dangerous Buildings Unit and the Sewerage Scheme.

The revised estimate for 1963-64 is $3,145,000 less than the original estimate for the year. is mainly due to underspending on certain items in the subhead Waterworks, supply and maintenance follow- ing the water shortage which developed during the year.

The increased provisions shown under some of the subheads for 1964-65 are to meet increased commitments in the various fields of activity and in particular reflect the programme of construction of public works undertaken over the past few years with the consequential additional requirements for operation and maintenance. Under Waterworks, supply and maintenance, the various provisions have been included on the assumption of an improved supply position in 1964-65.

Comments on the principal items provided for under this Head are included in the Report of the Public Works Sub-Committee of Finance Committee which is published separately. The 1964-65 Public Works Programme, which comprises an appendix to that Report together with items subsequently approved, is included at Appendix IV.

Reference is made in a footnote to Subhead 1 - Personal Emoluments of Head 60- Public Works Department, to the fact that provision for certain staff employed on certain Public Works projects is included in the relevant subheads on this Head. The approved list of such staff for 1964-65 is as follows:-
